1. Project Background
2. Key responsibilities
· Conduct community, beneficiary, and livelihood assessments to identify economic needs, opportunities, market constraints, and factors affecting women’s participation in local economies.
· Support the identification, registration, verification, and selection of eligible beneficiaries in line with established project criteria and procedures.
· Facilitate the establishment and strengthening of community-based savings groups, including technical support on saving groups, internal lending, financial literacy, record keeping, group governance, and management.
· Provide technical support to women beneficiaries and women-led MSMEs through business assessments, coaching, business development services, and tailored technical advice.
· Identify viable income-generating and enterprise opportunities based on local market demand, available resources, skills, and value-chain potential.
· Conduct and support market and value-chain assessments and facilitate linkages between women entrepreneurs, suppliers, buyers, traders, processors, financial service providers, and other relevant market actors.
· Support beneficiaries and women-led enterprises to improve production, product quality, processing, packaging, marketing, financial management, and business practices.
· Provide technical follow-up to beneficiaries receiving productive assets, grants, business inputs, or other livelihood assistance, and monitor their appropriate utilization.
· Conduct regular field visits to monitor implementation progress, beneficiary outcomes, quality of activities, and compliance with project requirements.
· Identify and report field-level challenges, risks, gaps, and operational bottlenecks and recommend appropriate follow-up actions to the project management team.
· Collect, verify, and maintain accurate quantitative and qualitative data on beneficiaries, activities, distributions, outputs, and results.
· Prepare field visit reports, activity reports, beneficiary updates, success stories, lessons learned, and other required project documentation.
· Contribute to project progress reporting, results measurement, monitoring, and documentation in accordance with UNDP and donor requirements.
· Coordinate and maintain effective working relationships with relevant local authorities, communities, implementing partners, private-sector actors, financial service providers, NGOs, and other stakeholders.
· Participate in coordination meetings, assessments, trainings, workshops, monitoring missions, consultations, and other project-related events.
· Ensure that gender equality, women’s empowerment, social inclusion, safeguarding, PSEA, accountability to affected populations, and conflict-sensitive approaches are integrated into field-level implementation.
· Maintain professional and respectful relationships with beneficiaries and stakeholders and ensure that feedback, complaints, and concerns are properly documented, referred, and followed through appropriate mechanisms.
· Coordinate closely with project teams and implementing partners to address implementation challenges, strengthen field-level coordination, and support the achievement of project targets and results.
· Perform other relevant livelihood and women’s economic empowerment duties as assigned by the supervisor – Technical Associate Livelihoods.
3. Key area of focus:
The M&E and Livelihood Officer will particularly contribute to:
1. Women’s Economic Empowerment: supporting women to participate in sustainable economic activities and strengthen their household income.
2. Financial Inclusion: supporting Savings Groups and improving women’s knowledge and access to appropriate financial services.
3. Enterprise Development: providing business development and technical support to women-led MSMEs and microenterprises.
4. Market Linkages: connecting beneficiaries with local markets, suppliers, buyers, traders, and value-chain actors.
5. Livelihood Support: identifying and strengthening viable income-generating activities based on local economic opportunities.
6. Field Monitoring: ensuring that project activities, beneficiary support, and distributions are implemented according to approved plans and procedures.
7. Reporting and Documentation: providing accurate and timely information on project progress, challenges, results, and lessons learned.
4. Required Qualifications and Experience
· A master’s degree in a relevant field will be considered an advantage.
· Minimum 3/7 years of relevant experience in livelihoods, economic development, women’s economic empowerment, enterprise development, MSME support, saving groups, financial inclusion, or related programme
· Previous experience with NGOs, UN agencies, international organizations, or donor-funded projects is an advantage.
· Demonstrated experience working directly with communities, women’s groups, Savings Groups, entrepreneurs, and MSMEs.
· Practical experience in field monitoring, beneficiary assessment, data collection, and reporting.
· Knowledge of local markets, value chains, and livelihood opportunities in the Central Region (CR) is highly desirable.
· Ability and willingness to undertake frequent travel to remote and rural project locations.
5. Skills and competencies:
· Strong understanding of livelihood and enterprise development.
· Good knowledge of women’s economic empowerment and financial inclusion.
· Good understanding of savings groups and community-based financial mechanisms.
· Strong communication, facilitation, and interpersonal skills.
· Good analytical, problem-solving, and report-writing skills.
· Ability to collect, analyze, and present field-level information.
· Strong organizational and time-management skills.
· Ability to work independently and as part of a multidisciplinary team.
· Proficiency in Microsoft Office, particularly Word and Excel.
· Fluency in English and relevant local languages, particularly Pashto and Dari depending on the assigned area.
6. Institutional arrangement
The position is primarily field-oriented and requires frequent travel to project communities, including remote and hard-to-reach areas. The M&E and Livelihood Officer is expected to maintain regular contact with beneficiaries and ensure that project implementation remains responsive to local needs, market conditions, and operational realities.
8. Working Conditions
· Based full-time in the assigned province within the region.
· Preference will be given to candidates originally from the targeted region.
· Frequent travel within the project area together with a Mahram will be required.
· Must adhere to the organization’s policies and procedures.
