The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programmer and CO operations which also includes support to other UN Agencies.

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.

The Economic Associate will work in close coordination with Technical Associate on Livelihood and will be responsible for providing technical support to livelihood and MSMEs component. S/he works under the guidance and supervision of the Area Manager and in close collaboration with team members. The incumbent will also work closely with partners, UN Agencies, technical advisors and experts, and civil society to help implement Project livelihood and MSMEs activities in Kabul province.

His/her main responsibility is to collect data from the field and survey, plan, design livelihoods related projects and then monitors projects on the field. S/he will assist in coordinating between UNDP and community on implementation of the activities expected in Kabul province. The incumbents will be assisting the UNDP Central region team in coordination with provincial level project implementation. The incumbents will be responsible for providing full support in implementation of the UNDP activities in the Kabul province and necessary technical assistance will be provided from the UNDP Central Region Project Field Office.

Scope of work:

  • The Economic Associate will undertake the following to ensure the success of the project:
  • Conduct monitoring of created women led production groups on sewing, carpet weaving, pickles and jams production, greenhouse, plastic tunnels, etc. All related groups should be monitored and documented.  
  • Conduct monitoring of vocational trainings for women production groups in the district of Kabul province.      
  • Design the methodology for mapping existing MSMEs in Kabul province and agree with UNDP. Conduct mapping of existing MSMEs and develop a database as per agreed methodology.    
  • Develop a brief value chain analysis in the Kabul province. The value chain analysis should cover various aspects of business and production in the province, as well as markets available for the goods and services.   
  • Conduct monitoring of provided grants to MSMEs in the province and develop a comprehensive report.
  • Develop at least 4 success stories as a results of UNDP interventions in Kabul province. 
  • Develop at least 5 case studies on the results of UNDP interventions in Kabul province.     
  • Support effective design and implementation of livelihood and economic interventions in Kabul province, focusing on achievement of the following results:
  • Provide technical guidance for the marketing and market forward and backward linkages for the alternative livelihoods and SMEs.
  • Provide technical support to implement livelihood activities in line with the ABADEI program strategy including stakeholder consultation, community participation so as to operationalize activities.
  • Design livelihoods project for women such as SMEs, green houses, honey and beeswax processing and marketing
  • Map out existing livelihood and economic development related support that exists in the target districts/communities and facilitate a dialogue with provincial government authorities about ways in which these agencies can be more effectively integrated into the sub-national development planning process.  
  • Assess the existing livelihood and economic development practices in the target sites; assess to what extent these practices (including the livelihood and economic development support provided by agencies listed above) consider future climate change scenarios such as an increasing monsoon rainfall, decreasing dry season rainfall, and increasing variability in rainfall.     
  • Carry out a preliminary costing exercise along with a calculation of potential beneficiaries (individuals or households), which will feed into the total budget and work Plan section and Socio-economic Benefits section of the project document. 
  • Identify the delivery mechanism for such measures taking into considerations financial and institutional sustainability options; and Mapping and Assessment report of existing livelihood assistance, socio-economic aspect, describing ways in which they are integrated into the sub-national development planning process  
  • Coordinate with partners and stakeholders in the process of implementing livelihood and economic development initiatives.
  • Support to develop specific livelihood and economic development activities for women and ensure integration of gender issues and concerns in livelihood programming.
  • Act as the UNDP livelihood focal person in the region to develop support a coordination mechanism that allows to share information and to harmonize the work carried out by different partners.
  • Collect information related to infrastructure work and provide inputs for the preparation of substantive briefs.  
  • Monthly meeting to be conducted with the UNDP Central team in Kabul. 
  • Perform any other duties as required by the supervisor.
Institutional arrangement: The Livelihoods Associate will work under the supervision and guidance of the UNDP Central Regional Manager and in close collaboration with Technical Associate. Advice and support will also be provided by the UNDP CO Programme team.Payment: Monthly basesDuration of the assignment: 4 Months (1 April to 31 July 2024)Duty station: Kabul province, Central Region of Afghanistan.

Experience and Skills:

Bachelor’s degree in management, Natural resource Management, Agricultural Development, Economics, social sciences, or related fields.

 

Experience and Skills:

·         3 years of experience with bachelor and with Master’s degree 7 years of experience relevant in the design and implementation of economic development, finance, marketing, employment/livelihood recovery projects/programme.·         Proven experience in conducting assessment and analysis of economic development related activities.·         Strong knowledge and understanding sub-national institutional contexts of Afghanistan.·         Previous experience of working with community-based NGOs is required.·         Previous experience with UNDP in similar position is an advantage.

 

Competencies:

·         Strong interpersonal and communication skills.·         Good oral and analytical communication and writing skills ·         Experience in the usage of computers and office software packages (MS Word, Excel, etc.)·         Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

 

Language Requirements:

Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
