The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.

The Area-Based Approach to Development Emergency Initiatives (ABADEI) Strategy has been designed as a response to the ongoing crisis in Afghanistan upon a call of the UN Executive Committee Working Group for Afghanistan.

 

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with safeguarding livelihoods and strengthening community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through cash-for-work (CfW), cash- for- market (CfM), small businesses and livelihood opportunities with a particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities and marginalisation of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.

 

Assignment Description

Under the guidance of the Project management specialist and direct supervision of the M&E Specialist ABADEI, the position will undertake assigned functions to ensure that the key results are shown in the different programme’s reporting requirement, smooth running of monitoring and reporting, and success in programme strategies implementation.

 

Assignment Outcome

1. Improvement of monitoring and evaluation, evolving local situation and emerging risks to programme implementation.

2.  Moving from evidence base to real time monitoring, creation of analytics, collective analysis, intelligence and understanding for informed decision making and conflict sensitive adaptive programming.

3.  Ensure timely programme delivery, progress reporting and communication building UNDP accountability to its stakeholders and donors

4. Ensure the capacity building of Communities on the Community Based Monitoring and AIMS-3.0 to create a sense of monitoring, ownership and sustainability among the vulnerable communities. 

 Scope of work:

1. Tackling reporting responsibilities and meeting different project reporting requirement at different stakeholder’s levels.

  • Provide the Project Manager/M&E Specialist with timely, efficient, effective, and relevant progress reports. 
  • Report monthly, quarterly, semi Annually and annual on all activities to the Project Manager/M&E Specialist.
  • Prepare quarterly Reports on all components, following the Country Office guidelines and agreed formats.
  • Closely coordinate with the Project team members to collect their quarterly progress reports on the Project implementation and development. Develop Monitoring reports on the project’s interventions in line with the identified results framework

2. Implement Monitoring, Evaluation and Reporting Strategy/ system and relevant guidelines for Sustaining ABADEI pillars Delivery, Project achievements and outcomes and take lead to implement it;


  • Monitor and Report interventions, following the approved main M&E reference documents (M&E Manual, Result Chain, project document, etc.).
  • Monitor and report overall progress on achievement of results.
  • Develop SMART and result-oriented indicators and guide and coordinate the review of the program results framework.
  • Provide inputs, information and statistics for any other relevant monitoring or reporting exercise to management, UNDP or the donor.
  • Coordinating across the available components of the project to ensure effective implementation of M&E and Management Information System.
  • Monitor all project activities, and progress towards achieving the project output. Ensure all critical risks are identified.
  • Understand the existing monitoring and evaluation system and contribute to its improvement based on data collected from the field.

3.  Keep liaison with different stakeholders and Project team to ensure the design and implementation of the M&E is made in collaboration with all relevant actors.
  • Provide feedback to the Project Manager on project strategies and activities. Give sound recommendations to management for better implementation, so as to achieve expected results, indicators and objectives
  • Clarify M&E responsibilities of different project personnel, and assist the program team with M&E tools and in supporting them in their use. Consolidate a culture of lessons learning involving all program staff and allocate specific responsibilities.
  • Effective participation in annual project reviews and planning activities and assist in preparing relevant reports. Provide top quality Monitoring and evaluation advisory services to the Partner NGOs, and other stakeholders, including coaching partners to forward better utilization of methodology and tools.  
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed. Contribute to knowledge management, dissemination, and building in close coordination with UNDP and local partner’s staff.
  • Provide top quality Monitoring and evaluation advisory services to the Partner NGOs, and other stakeholders.4.     
4. Contribute and develop planning exercises to meet different implementation levels
  • Implement the project monitoring plan effectively and efficiently
  • Contribute to the development of the Annual Work Plan, ensuring alignment with strategy, agreement on annual targets and inclusion of M&E activities in the work plan.
  • Prepare calendar of monitoring activities, including the implementation of all needed tools, such us: studies surveys, Focus Group Discussions, structured interviews and other data collection tools.
5. Follow up and coordinate any external supervision and evaluation, audit missions
  • Facilitate, act as resource person, and join if required any external supervision and evaluation/audit missions.
  • Coordinate external impact evaluations, as well as focus groups with beneficiaries and counterparts to determine impact of program activities on targeted beneficiaries.

Institutional arrangement: Under the direct supervision of the M&E Specialist and in close collaboration with the Technical Team of ABADEI, the M&E officer will undertake the assigned functions to ensure the effective and efficient implementation of project activities at the sub – national/Regional level. Payment: Monthly bases Travel Cost and DSA: The salary is inclusive of DSA and Travel cost. Duration of the assignment: 4 months Duty station: 34 provinces ( Central Region, Central Highland, South Region, South East, North, North East, East Region, and West Region 

Experience and Skills:

Master’s or Bachelor’s degree in Social/ Political Sciences, Development studies, M&E or any other related field.

Experience and Skills:

  • A minimum of Three (03) years with Master’s or 7 years with BA Degree of relevant experience in Social/Political science, development studies, management or any other related field, including solid experience in Results-Based Management including planning, monitoring, evaluation and reporting.
  • Experience Working with INGOs/NGOs/CSOs/UN or any other international organization is required;
  • Demonstrated extensive experience in working with grassroots organization, media and civil society is required;
  • Proficient use of MS Office (Word, Excel, PowerPoint, etc.) and internet is required
  • Solid experience in developing results frameworks and Theory of Change, and M&E plans for development projects.  
  • Demonstrated experience working with monitoring and evaluation of development projects/ programme, including lessons learned.
  • Experience in reviewing and drafting project reports
  • Solid experience in implementation and coordination of interventions at the sub – national/Regional level.
  • Experience in the implementation of community – based interventions is an asset.

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari/Farsi/ Pashto).
