The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.
The Livelihoods Officer will work under the direct supervision of the Area Manager and in close collaboration with head of the ABADEI-II programme. The livelihood officer shall focus on income-generating activities including MSMEs.
Scope of work:
The Livelihoods Officer will work under the direct supervision of the Area Manager and in close collaboration with head of the ABADEI-II programme. The Livelihoods Officer will have the following duties and responsibilities: ·
1. Support formulation of LVGs assignments focusing on improvement of female livelihood: collect field level information, conduct survey/ analysis, and preliminary mapping of the beneficiaries.
2. Support identification of new reforestation activity sites, conduct baseline analysis and consult with the local communities.
3. Ensure quality compliance of the ongoing UNDP activities:
o Supply and Delivery of Fruit Drying equipment and Accessories for Female farmers in Nuristan.
o Delivery of LVG in Nuristan focusing on women empowerment
o Establishment of carpet weaving centers in Jalalabad
o Provision of deforestation activities
4. Support UNDP livelihood associate in monitoring of the various livelihood activities, conducted by UNDP Responsible Parties (OAWCK, ADWSO, SCA and others).
5. Map out existing livelihood related support that exists in the target districts/communities and facilitate a dialogue with provincial government authorities about ways in which these agencies can be more effectively integrated into the sub-national development planning process.
6. Collect inputs for communication and advocacy purposes.
7. Visit at least 3 project sites per week with monitoring purposes.
8. Perform any other duties as required by the supervisor.
Institutional arrangement: The Livelihoods Officer will work under the direct supervision of the Area Manager and in close collaboration with head of the ABADEI-II programme. The livelihood Officer shall focus on income-generating activities including MSMEs. The Livelihoods Officer will have the following duties and responsibilities: ·
Payment: Monthly bases
Travel Cost and DSA: The salary is inclusive of travel cost and DSA.
Duration of the assignment: 6Months
Duty station: Nangarhar with travel to other provinces in east region
Experience and Skills: bachelor’s degree in natural resource management, agricultural development, socio-economic, climatology/meteorology, water resources management, environmental sciences, disaster management, development studies, and/or related fields
Experience and Skills:
• At least 3 years of practical experience in livelihood / agriculture & access to finance specific interventions with Master’s degree or 7 years of experience with Bachelor’s degree
• Proven skills to conduct assessment and analysis of market/Livelihoods related activities.
• Experience in value chain development and analysis.
• Experience in access to finance and saving groups.
• Experience in disaster resilient / Natural resource management projects.
• Experience with national / INGO experience in the related field.
• Strong knowledge and understanding sub-national institutional contexts of Afghanistan.
Competencies:
• Strong interpersonal and communication skills.
• Good oral and analytical communication and writing skills
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
• Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.
Language Requirements:
Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
