Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting the Afghan people’s aspiration for peace, prosperity, and sustainability. UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power. Key priorities that govern or provide direction for the position's work to show the link between the Unit priorities and position priorities/expected outcomes of an incumbent. The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.

There’s a need for Water Engineers to assist implementation of Area Based Project activities in Guldara district and Kabul province. The Water Engineer will assist the Central region team in implementation of project activities. Their main responsibility is to collect data from the field and survey, plan, design projects and then monitors projects on the field. They will assist in coordinating between UNDP and community on implementation of the activities expected in the Central region mentioned above. The incumbents will be assisting the project team in coordination with district and provincial administration such that implementation challenges are avoided. The incumbents will be responsible for providing full support in implementation of the UNDP ABP activities in the respective regions and necessary technical assistance will be provided from the project’s office.


Scope of work:
  • The Water Engineer will work under the direct supervision of the UNDP Central Region Technical Associate – Infrastructure and in close collaboration with the ABADEI programmer. The Water Engineer will have the following duties and responsibilities:   
  • Conduct survey, design, and feasibility studies of the selected community-based projects. 
  • Help communities to Mobilize labors and construction materials.
  • Prepare /review building designs including drawings, specifications, and Bill of Quantities and ensure International Standards/Norms (IBC) for QA, QC and safety.
  • Ensure designs/deliverables are compliant with scope of work and contract requirements.
  • Provide construction supervision, Quality Assurance, and quality control.
  • Preparation of tender documents for procuring services and works related to infrastructures.
  • Provides regular reports and presentations to Management and Client Personnel as needed.
  • Travel to the sites for site assessment and support implementing partners on implementation of water infrastructure interventions, including check dams, irrigation canals, etc.
  • Be responsible for the implementation of the infrastructure’s projects and conduct site supervision of interventions on site.
  • In liaison with the procurement team prepare and assist in the preparation of the TOR, bidding documents, requests for proposals/quotations, bid evaluation reports for procurement of civil works, goods and technical assistance services.
  • Prepare operations and maintenance program of the infrastructure projects.
  • In collaboration with the Technical Associates and SES Specialist, ensure that environmental mitigation measures are implemented as part of the infrastructure.
  • Draw-up an inventory of existing irrigation and water resources infrastructure, and for each structure undertake a condition survey, determine the hydraulic characteristic and check the structural integrity.   
  • Detailed design of rehabilitation and up-grading of the irrigation, water supply, associated structures (new and existing), flood protection works and other engineering infrastructure.
  • Undertaking surface water investigations and engineering design, for irrigation structures as dame, intake siphon, different type of canals, protection walls, flume, and irrigation reservoir.
  • Assessment and modeling of hydrology, pipe systems and channel flow.
  • Managing projects technical issues and liaising with regulators and client contacts.
  • Assisting with environmental assessments and resource management projects.
  • Supervision of contracts and construction works.  
  • Carryout regular supervision at field level to ensure full compliance of technical, social, and environmental aspects during implementation.
  • Liaise with other regional offices and relevant Community Development Councils (CDCs) in technical and social matters.
  • Prepare/compile periodic progress reports in consultation with field coordinator as per the standard format and deliver to Supervisor for further review.
  • Promote exchanging ideas, lessons learned between the provinces with respect to technical, social and considerations.   
  • Promote smooth work relationship at regional level, counterpart staff and other relevant bodies and report to direct supervisor periodically.
  • Writing technical reports   
  • Ensure designs/deliverables are compliant with scope of work and contract requirements.   
  • Provide construction supervision and quality control.  
  • Provide technical irrigation inputs to procurement unit for preparation of the tender documents for procuring services and works related to irrigation.
  • Prepare Human resources plan for technical survey, design and estimation of the community-based irrigation projects.   
  • Prepare and search for available topographical data (maps, GIS, Google Earth).   
  • Perform any other duties as required by the supervisor.

Institutional arrangement:
 The Water engineer work under the direct supervision of the UNDP Central Region Technical Associate on Infrastructure. Advice and support will also be provided by the UNDP ABADEI program. 
  Payment: Monthly bases 
  Travel and DSA: The salary is inclusive of travel cost and DSA.
  Duration of the assignment: 3 months 
  Duty station: Guldara district with travel to other districts of Kabul province as per need.

Experience and Skills:

Bachelor’s degree in water, Civil Engineering, water resources management from a nationally recognized education institution

Experience and Skills:

  • At least 3 years practical experience with bachelor’s degree and 1-2 years with Masters 
  • Proven experience in conducting assessment and analysis of water and irrigation infrastructure related activities   
  • Strong knowledge and understanding sub-national institutional contexts of Afghanistan.

Competencies:

  • Ability to speak, read and write technical and conversational English. Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document. 
  • Skill in negotiating effectively in sensitive situations.

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
