Job Summary :

Monitoring, Evaluation, and Reporting Associate

Job Requirements :

Summary:

Under the direct supervision of Sr. Program Officer and support of Private Sector Development (PSD) project manager, the incumbent will be primarily engaged in planning, preparing and delivering the M&E activities to the UNCTAD Afghanistan projects and programs, in consideration with rules and regulations defined by the United Nations.

Duties and Responsibilities:

1. Formulate and draft an M&E plan for the implementation of the UNCTAD projects;

2. Develop periodic assessments, reporting templates, and user guidelines as per the need;

3. Create performance indicators for measuring results of projects implementation in consultation with the relevant sections;

4. Assist the UNCTAD team to implement the M&E framework, guidelines, and other tools; 

5. Prepare templates for evaluating the UNCTAD’s projects performance;

6. Develop a mechanism for obtaining the necessary information about the projects’ activities from the projects and ensure the information feeds into the compilation of the quarterly and annual reports;

7. Assist in compiling the relevant information required for the preparation of quarterly and annual work plans, reports, and other M&E-related documents and correspondence;

8. Provide support in the preparation of quarterly and annual reports for dissemination to the stakeholders;

9. Assist in extracting critical lessons learned and good practices from final evaluation & monitoring reports, and distributing them to a larger audience for future reference;

10. Assist in the identification of gaps in knowledge and skills of program and project staff engaged in monitoring, reporting, and evaluation, and identify key elements of capacity building and training agenda;

11. Design, conduct or assist in surveys and assessments in the field;

12. Travel to the provinces to monitor the progress of work and report it back to the management;

13. Any other task as assigned by the supervisor.


Competencies: 
Monitoring and evaluation: Ability to travel to the provinces to monitor the progress of work or evaluate the data and prepare a report to the management;
Professionalism:Good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; Ability to make an independent judgement based on set criteria and benchmarks; Proven expertise in use of IT-based tools, Ms. Office Package, and required software; Ability to analyze project requirements and assist in preparing documents in support of existing projects or for developing new ones.   
Planning and Organizing:Proven ability to establish priorities and to plan, organize, coordinate and monitor own work plan and provide advice and guidance to others;
Creativity:Ability to actively seek to improve programmes/services, offer new and different options to solve problems/meet client needs.
Teamwork: Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

 

Job Location: 
Kabul with mandatory travels to provinces (the travel costs will be paid by UNCTAD).

Education: 
Bachelor’s degree in economics, Business Administration, social sciences, political science or other relevant fields. 

Experience:   1-3 years of work experience in performing M&E function in national/international organization is required. 
Experience in report writing and surveys will be advantage.
Experience in online field data collection using standard applications will be an asse.

Computer Skills:
Working knowledge and experience using Ms. Office package is required.

 

Language Requirement: 

Strong knowledge in written and spoken English and excellent knowledge of national languages (Pashto and Dari) are required. Translation of document to local languages will be added asset.
