Job Requirements :

Here are the key responsibilities for a Water Supply Monitoring and Quality Control (QA/QC) Engineer:

Key Responsibilities:

1. Responsible for: assessment, vulnerable beneficiary selection, project planning, implementation and monitoring for water supply and irrigation activities.

2. Conduct the meetings with community/or village elders, Malaks, and other stakeholders at field level regarding project selection.

3. Regular monitoring of ongoing water supply activities to ensure that all the activities are executing as per design, specifications, and work schedule.

4. Develop Quality Assurance Plans: Create comprehensive QA/QC plans for water supply projects, including standards, methodologies, and procedures for monitoring water quality and supply systems, in consultation with UNDP technical associates in the region.

5. Conduct Water Quality Assessments: Perform assessments of water sources and supply systems to evaluate the quality of water, preparing detailed reports on findings and necessary remedial actions.

6. Oversight of Monitoring Systems: Implement and oversee monitoring systems for water quality and supply, ensuring that all parameters meet regulatory and safety standards.

7. Engage with Communities and Stakeholders: Facilitate meetings with community members, local leaders, and other stakeholders to discuss water quality and supply issues and gather input for improvement strategies.

8. Conduct On-site Inspections: Carry out regular site inspections of water supply infrastructure to assess compliance with technical specifications, safety standards, and environmental regulations.

9. Collaborate with Project Teams: Work with project teams and stakeholders to implement sustainable water quality management solutions that align with UNDP's development goals.

10. Prepare Technical Reports: Generate detailed technical reports and documentation regarding water quality assessments, project monitoring, and compliance status to support monitoring and evaluation efforts.

11. Implement Quality Control Procedures: Establish and execute quality control procedures for water supply projects to ensure that all works and materials conform to established standards and specifications.

12. Conduct Laboratory Testing Oversight: Oversee laboratory testing of water samples, ensuring accurate data collection and analysis to assess water quality parameters.

13. Build Partnerships: Foster partnerships with local communities, government authorities, and other stakeholders to promote collaborative approaches to water quality monitoring and management.

14. Risk Management Implementation: Identify and mitigate potential risks related to water quality and supply during the monitoring and implementation phases of projects.

15. Ensure Regulatory Compliance: Coordinate with regulatory authorities to ensure compliance with drinking water standards, safety regulations, and environmental guidelines in all water supply activities.

16. Participate in Field Missions: Engage in field missions for water quality monitoring activities and provide technical assistance to communities in improving water supply systems.

17. Ongoing Monitoring Activities: Regularly monitor water quality and supply activities to ensure compliance with design specifications, work schedules, and quality standards.

18. Effective Stakeholder Coordination: Ensure robust coordination and communication with key stakeholders on all technical and quality assurance aspects of water supply projects.

19. Perform Additional Duties: Undertake any other tasks as assigned by the immediate superior that relate to water quality monitoring and project oversight.

20. These adjustments emphasize the monitoring and quality control aspects of water supply projects, ensuring a focus on water quality and compliance with standards.

Institutional arrangement: The third-party water supply Engineer will work under the supervision of ABADEI program Engineer and ABADEI technical associates in the regions and close coordination with Area Manager. 

Payment: Monthly bases

Duration of the assignment: 3-6 months 

Duty station: Central Region, Central Highland, Eastern Regions, Western Region, South, South East, North, North East 

Experience and Skills: 

21. Bachelor’s degree in either of water supply engineering, hydraulic engineering, civil Engineering with minimum 5 years’ relevant experience.

22. At least 5 years of proven experience in assessing water supply construction projects and monitoring of water supply and irrigation projects.

23. Strong analytical skills and attention to detail.

24. Excellent communication and reporting abilities.

25. Ability to work independently and in a team environment.

26. Strong knowledge and understanding of sub-national institutional contexts in Afghanistan.

27. Previous work experience with UN agencies is an asset.

28. Previous experience working with vendors water supply projects.

Competencies: 

• Strong interpersonal and communication skills.

• Proficiency in oral and written communication and analytical skills.

• Proficient in Auto CAD, water gem, Microsoft Word, Excel, and MS Projects.

• Effective team player, self-starter, capable of working with minimal supervision while maintaining positive relationships.

• Demonstrated technical proficiency.

• Strong problem-solving abilities

Language Requirements:

Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
