The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.

There’s a need for 1 Livelihoods Officer to assist implementation of Area Based Approach to Development Emergency Initiatives project activities in Northeast region of Afghanistan. The Livelihoods Officer is assisting the Field office based in Kunduz in livelihood related UNDP interventions. His/her main responsibility is to collect data from the field and survey, plan, design livelihoods related projects and then monitors projects in the field. He/she will assist in coordinating between UNDP and community on implementation of the activities expected in the 4 provinces of the Northeast region. The incumbent will be assisting in coordination with provincial administration so that implementation challenges are avoided. The incumbent will be responsible for providing full support in implementation of the UNDP ABADEI project activities in the respective regions and necessary technical assistance will be provided from the Regional Office.

Scope of work: 

The Livelihoods Officer will work in peer collaboration with the regional Livelihoods Programme Associate under the direct supervision of the Regional Area Manager and in close collaboration with the management of ABADEI project. The Livelihoods Officer will have the following duties and responsibilities:

• Contribute to the design of livelihoods project as per the ABADEI requirements.

• Provide technical guidance for the marketing and market forward and backward linkages for the alternative livelihoods and SMEs. 

• Support design livelihoods project for women such as TVET, SMEs, green houses, honey and beeswax processing and marketing, etc.

• Contribute to monitoring of livelihoods and women empowerment related activities and provide the details reports to ensure UNDP regional office for transparent and effective project delivery by RPs at community level.  

• Support implementation of livelihood operational plans in the field.

• Development of livelihood assessment at the community level to identify the sectors needed to be improved for better livelihood in the rural areas. 

• Contribute technical specifications for the market surveys, training of beneficiaries on various skills.

• Provide technical guidance for the marketing and market forward and backward linkages for the alternative livelihoods and SMEs in the targeted areas.

• Contribute to rangeland management strategies, including land rehabilitation, afforestation, and reforestation.

• Contribute for mapping the existing livelihood related support that exists in the target districts/communities and facilitate a dialogue with provincial government authorities about ways in which these agencies can be more effectively integrated into the sub-national development planning process. 

• Assess the existing livelihood practices in the target sites; assess to what extent these practices (including the livelihood support provided by agencies listed above) consider future climate change scenarios such as an increasing monsoon rainfall, decreasing dry season rainfall, and increasing variability in rainfall. 

• Mapping and Assessment report of existing livelihood assistance, socio-economic aspect, describing ways in which they are integrated into the sub-national development planning process. 

• Proposal on the identification of recommended livelihood adaptation measures and proposed delivery mechanism for such measures that can be introduced through the project. 

• Perform any other duties as required by the supervisor. 

Institutional arrangement: The Livelihoods Officer work under the direct supervision of the Regional Area Manager in Northeast region. Advice and support will also be provided by the UNDP Country office.

Payment: Monthly bases

Travel Cost and DSA: Salary is inclusive of DSA and Travel Cost

Experience and Skills:

Bachelor’s degree in natural resource management, agricultural development, socio-economic, environmental sciences, disaster management, development studies, and/or related fields.

Experience and Skills:

• At least 3-7 years practical experience with bachelor’s degree 

• Proven experience in conducting assessment and analysis of Livelihoods related activities. 

• Strong knowledge and understanding of sub-national institutional contexts of Afghanistan. 

Functional Competencies: 

• Strong interpersonal and communication skills. 

• Excellent English written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports. 

• Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document.

• Skill in achieving results through persuading, influencing, and working with others. 

• Skill in facilitating meetings effectively and efficiently and to resolve conflicts as they arise.

• Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors. 

• Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
