The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.

The Livelihoods Officer will assist in implementing the ABADEI activities in Herat, Farah and Badghis provinces of the Western Region, providing technical support across all the phases of the project cycle on livelihood outcomes. The main responsibilities will be to collect the data from the field for various purposes including beneficiary/community needs, design integrated livelihood projects, and monitor livelihood activities in the region. S/he will also play an important role in engaging with communities on the implementation of livelihood activities and will assist relevant colleagues in coordinating with various stakeholders to ensure participation and smooth implementation. S/he will be responsible for collecting / verifying data and information from the field and from implementing partners, analyze them, identify best practices and lessons learned, and prepare reports.

Scope of work: 

The Livelihoods Officer will work under the supervision of the Area Manager and in close collaboration with other ABADEI program staff. The Livelihoods Officer will have the following duties and responsibilities:

• Conduct assessments and identify the needs at the community level in the Western region.

• Provide technical support to design the livelihoods projects (farming, business support, and access to finance) in line with ABADEI outputs. Support to strategic positioning and development of the livelihood components of the programme. 

• Provide technical guidance for the market linkages/value chain development specific to agriculture/MSME development.

• Lead implementation and monitoring of livelihoods projects (on-farm & off-farm activities), ensuring synergies with other ABADEI outcomes.

• Contribute to the development of technical documents/specifications for the market surveys and capacity building of beneficiaries on various skills/activities.

• Support the design and implementation of climate resilience and disaster risk reduction activities, including natural resource management.

• Conduct regular field visits to ensure the quality implementation of program activities.

• Ensure that livelihood interventions are integrated and sustainable, and provide high value for money.

• Ensure that UNDP projects have synergies and are complementing other actions carried out in the same implementation area. 

• Develop and maintain good working relations with communities, partners, other UN actors and any other stakeholders. 

• Ensure grievance redressal management in relation to activities for which s/he is responsible. 

• Ensure compliance with and implementation of UNDP’s corporate guidance, with focus on social and environmental standards.

• Ensure the visibility of UNDP interventions in the field, along with preparation of different communication products, for publication. Identify and develop impact and human-interest stories.

• Ensure that the project records are well maintained and entered in the monitoring system, and contribute to the preparation of high-quality reports.

• Participate in programme meetings and present overall progress specific to the role, contribute to the identification of best practices and lessons learned.

• Regularly coordinate with other staff in the region and cooperate with staff in other regions.

• Perform any other duties as required by the supervisor. 

Institutional arrangement: The Livelihoods Officer works under the supervision of the Area Manager, in coordination with other ABADEI program staff at the regional and national levels.

Payment: Monthly bases

Travel Cost and DSA: Salary is inclusive of DSA and Travel Cost 

Duration of the assignment: 4 Months 

Duty station: Based in Herat with travel to other provinces in the Western Region

Experience and Skills:

Bachelor’s degree in natural resource management, agricultural development, socio-economic, climatology/meteorology, water resources management, environmental sciences, disaster management, development studies, and/or related fields

Experience and Skills:

• 3 years of experience with Master’s degree or 7 years of experience with Bachelor’s degree 

• Proven skills to conduct assessment and analysis of market/Livelihoods related activities.

• Experience in value chain development and analysis.

• Experience in access to finance and saving groups. 

• Experience in disaster resilient / Natural resource management projects.

• Experience with national / INGO experience in the related field.

• Strong knowledge and understanding sub-national institutional contexts of Afghanistan. 

Competencies: 

• Strong interpersonal and communication skills.

• Good oral and analytical communication and writing skills 

• Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

• Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

Language Requirements:

Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
