Exemption Helpdesk/ASYREC Coordinator

Job Requirements :

Summary:

Under the direct supervision of the Exemption/ASYREC Project Manager incumbent will be playing a crucial role in ensuring that Customs exemptions for UN agencies and NGOs/INGOs are processed efficiently, accurately, and in compliance with relevant regulations and policies within the ASYCUDA Exemption system.

Duties and Responsibilities:

1. Lead exemption help desk officers in understanding the customs exemptions processes and procedures, through providing guidance on documentation requirements, eligibility criteria, and system navigation, within the ASYCUDA Exemption system. 2. Ensure that the Exemption helpdesk officers are performing their jobs as per the rules and regulations and report the senior management of the issues aroused. 3. Manage and lead the Exemption helpdesk officers in Kabul and provinces for the on-time clearance of humanitarian and exempted goods. 4. Planning and overseeing the implementation of the ASYREC system in a customs administration. 5. Assist the ASYREC team for the implementation and enhancement in Kabul and provinces as and when required. 6. Oversees the processing of Customs exemptions for UN agencies and other international companies exempted goods to ensure that all necessary information is accurately entered into the system and that exemptions are processed in a timely manner. 7. Prevent and resolve any issues or discrepancies related to exemption processing, such as incorrect data entry, missing documentation, or system errors. 8. Coordinate with exemption helpdesk officers in each province to ensure consistent application of exemption processes and procedures, through providing support, guidance, and training to exemption officers 9. Address any challenges encountered in processing exemptions with the core team for resolving. 10. Communicate with Customs authorities, UN agencies, and other international organizations to facilitate the smooth processing of exemption goods. 11. Provide training and educational resources to exemption helpdesk officers on exemption processes and procedures within the ASYCUDA Exemption system. This may include developing training materials, conducting workshops, and offering support to officers who require assistance with exemption processing. 12. Perform the Staff management of all Exemption helpdesk officers in Kabul and province and report back to the senior management. 13. Any other task assigned by the line Supervisor.

 

Competencies: Monitoring and evaluation: Ability to travel to the provinces to resolve the on the site issues, if there is any, and prepare a report to the management;

Professionalism:Good technical, analytical, communication and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; Ability to make an independent judgement based on set criteria and benchmarks; Proven expertise in use of IT-based exemption systems , Ms. Office Package and ability to analyze project requirements.   

 Planning and Organizing:Proven ability to establish priorities and to plan, organize, coordinate and monitor him/herself work plan and provide advice and guidance to other colleagues and clients;

 Creativity:Ability to actively seek to improve programmes/services, offer new and different options to solve problems/meet client needs.

 Teamwork: Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

 

Job Location: 
Kabul with travels to provinces (the travel expenses will be paid by UNCTAD)

Education: Bachelor’s degree in the field of Management, Economics or Law

 

Experience: 
7+ years of work experience in operating ASYCUDA Exemption System, Management, M&E or other relevant field is required 
At least 2 years of experience in ASYCUDA Exemption system will be added advantage

 

Computer Skills: 
Working knowledge and experience using Ms. Office Package and ASYCUDA Exemption system is required

 

Language Requirement:     Strong knowledge in written and spoken English and excellent knowledge of national languages (Pashto and Dari) are required. Translation of document to local languages will be added asset.
