The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.

The Area-Based Approach to Development Emergency Initiatives (ABADEI) Strategy has been designed as a response to the ongoing crisis in Afghanistan upon a call of the UN Executive Committee Working Group for Afghanistan. 

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with safeguarding livelihoods and strengthening community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through cash-for-work (CfW), cash- for- market (CfM), small businesses and livelihood opportunities with a particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities and marginalisation of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.

Assignment Description 

Under the guidance of the Project Management Specialist and direct supervision of the Livelihood Specialist ABADEI, the position will undertake assigned functions to ensure the appropriate selection of livelihood projects (MSMEs, TVET, agricultural development, etc.), beneficiary identification and verification, evaluate the effectiveness and maturity of the saving groups, monitor the progress of the projects, provide technical support to beneficiaries, and document best practices for future reference.

Assignment Outcome 

1. Improving project beneficiary selection for MSMEs and Saving Groups to prevent the risk of ghost beneficiaries, nepotism, and duplicate beneficiaries who have already received support from previous interventions.

2. Preventing financial losses by verifying beneficiaries’ details and eligibility and to prevent any unauthorized access or fraudulent activities. 

3. Ensure the impact building of UNDP’s activities and accountability to its stakeholders and donors.

  Scope of work: 

The primary objective is to ensure the accurate identification, registration, and verification of beneficiaries eligible for livelihood support programs. The specific tasks include, but are not limited to the following: 

1. MSMEs Beneficiary Verification 

a. Review the established criteria for beneficiary eligibility as outlined by the organization or project.

b. Familiarize yourself with the documentation and information required to verify eligibility.

c. Coordinate with relevant stakeholders to schedule field visits to potential beneficiary communities or areas.

d. Personal plan the logistics of the field visits, including transportation, accommodation (if necessary), and necessary equipment or materials.

e. Conduct interviews and discussions with all the beneficiaries to gather information and assess their eligibility based on the established criteria.

f. Verify the authenticity of documents provided by beneficiaries, such as identification cards, household records, income statements, etc.

g. Coordinate with local authorities, community leaders, and other stakeholders to ensure accurate beneficiary identification.

h. Cross-reference the information collected during field visits with existing databases or records, if available.

i. Identify any discrepancies or issues that may require further investigation or follow-up.

j. Compile detailed reports summarizing the findings from field visits, including beneficiary profiles, eligibility status, and any challenges or recommendations.

2. Saving Groups functionality and maturity assessment

a. Evaluate the composition of the saving group's membership and their level of participation in meetings, savings, and borrowing activities.

b. Review the group's financial records to assess the accuracy and completeness of financial transactions (manage funds and disburse loans in a timely manner).

c. Assess the clarity of roles and responsibilities among group leaders and members.

d. Identify potential risks facing the saving group, such as default on loans, embezzlement, or external shocks (group’s risk management policies and procedures).

e. Determine the extent to which the saving group contributes to community development and empowerment.

f. Identify training and capacity building needs among saving group members and leaders.

Institutional arrangement: Under the direct supervision of the Livelihood Specialist and in close collaboration with the Area Manager and regional Livelihood Technical Associate of ABADEI, the Livelihood Associate will undertake the assigned functions to ensure the effective and efficient implementation of project activities at the sub – national/Regional level.

Payment: Monthly bases

Travel Cost and DSA: The salary is inclusive of travel cost and DSA

Experience and Skills:

Master’s or bachelor’s degree in social/ Political Sciences, Development studies, M&E or any other related field.

Experience and Skills:

• A minimum of one year experience with Master’s or three  years with BA Degree of relevant experience in Social/Political science, development studies, management or any other related field, including solid experience in Results-Based Management including planning, monitoring, evaluation and reporting.

• Experience Working with INGOs/NGOs/CSOs/UN or any other international organization is required;

• Demonstrated extensive experience in working with grassroots organization, media and civil society is required;

• Proficient use of Kobo toolbox, MS Office (Word, Excel, PowerPoint, etc.) and internet is required

• Solid experience in livelihood, MSMEs, Agricultural productivity options in rural and urban area of Afghanistan 

• Demonstrated experience working in project and beneficiary verification

• Experience in reviewing and drafting project reports

• Solid experience in implementation and coordination of interventions at the sub – national/Regional level.

• Experience in the implementation of community – based interventions is an asset.

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari/Farsi/ Pashto).
