Job Summary:

The overall objective of this assignment is to engage qualified Solar Energy Engineers to support the implementation of the Sustainable Energy Services for Education and Health in Afghanistan (SESEHA) project. The engineers will provide technical support throughout the project cycle, including conducting energy needs assessments and site surveys, undertaking technical evaluations, preparing system designs, technical specifications, drawings, and Bills of Quantities (BOQs), as well as monitoring and supervising installation activities to ensure compliance with project requirements and quality standards. The engineers will be deployed across different regions of Afghanistan and will support the implementation of renewable energy interventions in the targeted facilities and communities under the project.

Duties and Responsibilities:

The Field Engineer will work under the direct supervision of the Technical Associate, Project Specialist, and Line Manager to support the implementation of renewable energy interventions under the SESEHA project phase II. The Field Engineer shall be responsible for providing technical, operational, and monitoring support throughout the project cycle and will perform, but not be limited to, the following tasks:

· Conduct site visits to targeted health facilities and other public service facilities to collect data related to energy needs, existing energy systems, energy applications, consumption patterns, operational challenges, and future energy requirements.

· Undertake detailed energy needs assessments, load assessments, site surveys, and technical evaluations for targeted facilities, including preparation of technical specifications, system sizing calculations, drawings, and Bills of Quantities (BOQs).

· Verify, validate, and analyze site assessment data and recommend appropriate renewable energy solutions based on the technical requirements and operational needs of the facilities.

· Liaise and coordinate with facility management, local communities, provincial and district authorities, health directorates, and other stakeholders to facilitate project implementation and establish appropriate institutional arrangements for system operation and sustainability.

· Ensure that field activities and stakeholder engagement are conducted in a gender-responsive, culturally sensitive, and socially inclusive manner, in accordance with UNDP's Social and Environmental Standards (SES).

· Support the implementation and monitoring of the SESEHA Gender Action Plan by conducting gender-related field data collection activities through Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), surveys, and gender facility checklists. Compile and submit gender-related data and findings to the Project Team on a quarterly basis to support evidence-based planning, monitoring, reporting, and adaptive project implementation.

· Support the implementation of UNDP’s Social and Environmental Standards (SES) and Grievance Redress Mechanism (GRM), ensuring that environmental, social, health, safety, and community considerations are adequately addressed during project implementation.

· Participate in inspections of equipment, materials, and delivered goods and support quality assurance and acceptance processes, “integrating SES compliance”.

· Verify and document institutional arrangements for the operation, management, and safeguarding of installed renewable energy systems.

· Conduct joint site visits with contractors, suppliers, and project personnel to monitor site readiness, pre-installation activities, installation progress, testing, commissioning, and handover activities.

· Monitor and supervise installation works to ensure compliance with approved designs, technical specifications, contractual requirements, implementation schedules, and quality standards.

· Provide technical support for the implementation of solar PV systems, energy efficiency measures, mini-grids, and other renewable energy interventions under the project.

· Conduct all required commissioning tests, including continuity, grounding, insulation resistance, battery performance, and PV electrical parameter tests (Voc, Isc, etc.).

· Perform thermal imaging and PV system performance verification to ensure safe, reliable, and compliant system operation.

· Support the preparation and monitoring of implementation schedules, work plans, milestones, and project progress tracking tools.

· Identify implementation risks, technical issues, and bottlenecks and recommend corrective measures to ensure timely project delivery.

· Support the development and implementation of operation and maintenance (O&M) arrangements and sustainability mechanisms for installed systems.

· Provide basic Operation and Maintenance (O&M) training and energy load management training to end users to ensure proper system operation and efficient energy utilization.

· Provide technical guidance to contractors, suppliers, facility personnel, and other stakeholders and assist in resolving technical and operational issues encountered during implementation.

· Document project progress, site observations, technical issues, lessons learned, risks, and recommendations throughout the implementation cycle.

· Contribute to project monitoring, evaluation, and reporting activities, including the preparation of field reports, Back-to-Office Reports (BTORs), progress reports, and monthly updates.

· Support the development of technical documentation, communication materials, knowledge products, case studies, success stories, one pagers and lessons learned in coordination with the project team and donor requirements.

· Maintain accurate project records and ensure that all technical documentation is properly archived and updated.

· Perform any other duties and responsibilities assigned by the Direct Supervisor in support of project implementation and achievement of project objectives.

· Excellent spoken and verbal skills of Pashto and Dari languages required.

Qualifications

Required Qualifications and Experience:

· Bachelor’s degree in Electrical Engineering, Renewable Energy Engineering, Energy Engineering, Mechanical or Civil Engineering, or a related field. A Master’s degree will be considered an asset.

· A minimum of 3–7 years of relevant professional experience in renewable energy projects, including energy needs assessments, system design, installation supervision, quality assurance, and project monitoring.

· Demonstrated experience in the design, implementation, commissioning, and monitoring of solar photovoltaic (PV) systems and other renewable energy technologies.

· Proven experience in conducting site assessments, load analysis, energy audits, energy consumption assessments, and technical data collection for energy projects.

· Strong technical knowledge of off-grid, hybrid, and rooftop solar PV systems, including system sizing, component selection, and optimization for reliable energy production and performance.

· Experience in preparing technical specifications, Bills of Quantities (BOQs), drawings, technical reports, and other engineering documentation.

· Experience in supervising contractors, monitoring installation works, and ensuring compliance with technical specifications, quality standards, and contractual requirements.

· Practical experience in the use of AutoCAD and other engineering design software will be considered an advantage.

· Experience working with government institutions, international organizations, UN agencies, development partners, or donor-funded projects in Afghanistan will be considered a strong asset.

· Proficiency in the use of computers and standard office software packages, including Microsoft Word, Excel, PowerPoint, and Outlook.

· Strong communication, coordination, reporting, and stakeholder engagement skills.

· Ability to travel extensively within Afghanistan and undertake field assignments in remote locations as required by the project.
