About organization:

The United Nations Conference on Trade and Development (UNCTAD) was established in 1964 as an intergovernmental organization intended to promote the interests of developing states in world trade.

UNCTAD is the part of the United Nations Secretariat dealing with trade, investment, and development issues. The organization's goals are to: "maximize the tradeinvestment and development opportunities of developing countries and assist them in their efforts to integrate into the world economy on an equitable basis". UNCTAD was established by the United Nations General Assembly in 1964 and it reports to the UN General Assembly and United Nations Economic and Social Council.

The primary objective of UNCTAD is to formulate policies relating to all aspects of development including trade, aid, transport, finance and technology.

Summary:

Under the direct supervision of Exemption/ASYREC Project Manager, the incumbent will be primarily engaged in technical implementation of all the Exemption/ASYREC Project related activities in the UNCTAD Afghanistan, in consideration with rules and regulations defined by the United Nations.


Duties and Responsibilities:

1.Supervise and undertake daily ASYCUDA Exemption and ASYREC Functional operations. 2.Provide inputs in the prepration and elaboration of work plan. 3.Monitor and control the daily ASYCUDA Exemption Functional operations in the Headquarters and field offices. 4.Assist in providing technical expertise for Reforms, Trade Facilitation and ease of Exempted and humanitarian goods process. 5.Assist in implementation of ASYREC system nationwide. 6.Ensure all ASYCUDA Exemption related hardware equipment are properly documented and are being used in professional manner. 7.Maintain and administer user profiles in the ASYCUDA Exemption System as per the requirements. 8.Assist in the development of new components for the ASYCUDA Exemption system according to the new developments. 9.Assessment of Air Cargo, Imports, Exports, Exemption and Transit regimes Profiles in ASYCUDA Exemption System as per the standards and requirements. 10.Assessing and validating authenticity of source documents during inspections and processing in ASYCUDA Exemption System. 11. Any other task as assigned by the line Supervisor.

 

Competencies: Monitoring and evaluation: Ability to travel to the provinces to monitor the progress of work or evaluate the data and prepare a report to the management.

Professionalism:Good technical, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; Proven expertise in Custom-based tools used for exemption/ ASYREC systems, Ms. Office Package, ASYCUDA and required software; And ability to analyze project requirements and give reports to the management.   

Planning and Organizing:Proven ability to establish priorities and to plan, organize, coordinate and monitor their daily activities and give report to the management or technical IT team in case there is any technical issue.

Creativity:Ability to actively get to improve programmes/services, offer new and different options to solve problems/meet client needs.

Teamwork: Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

 

Job Location: 
Kabul with travels to the provinces (the official travel expense will be paid by UNCTAD.

 

Education: 
Bachelor’s degree in economics, Business Administration, social science, IT, or other relevant fields is required. Experience: 
  • More than 7 years of work experience is required in Exemption, IT or relevant field.      
  • At least 2 years of functional work experience in ASYCUDA Exemption System will be an advantage.

 

Computer Skills: 
Working knowledge and experience using Ms. Office Package, required software is required.
Experience in operating the ASYCUDA system is required.

Language Requirement:   Strong knowledge in written and spoken English and excellent knowledge of national languages (Pashto and Dari) are required. Translation of document to local languages will be added asset.
