Project background:
The Federal Republic of Germany has made available funds to the project “Sustainable energy services for education and health in Afghanistan (SESEHA)” of UNDP through KfW, Germany’s State-owned Investment and Development Bank. The key objective of the project SESEHA is adoption of renewable energy and energy efficiency measures in public facilities (primarily in health and education sectors) for the sustained delivery of essential services for basic human needs in Afghanistan. This proposed project will contribute to better energy access and enable improvements in basic energy supply services in the stated sectors.
The project is aligned with UNDP’s signature solution on Energy and is further conceptualized in the priority area of sustained essential services of the UN’s Strategic Framework for Afghanistan 2023-2025 that directly contributes to the two outcomes: Outcome 1: By the end of 2025, more people in Afghanistan, particularly the most vulnerable and marginalized, including women and girls have their basic human needs progressively met through the sustained delivery of essential services. Outcome 2: By the end of 2025, people in Afghanistan, especially women, youth, and other marginalized groups, and those at risk of being left behind benefit from a more equitable, inclusive, sustainable, and resilient employment-rich economy and shared economic opportunities with enhanced productive capacities for improved livelihoods and decent work.
The Objective of the Assignment:
The national consultant, serving as the ESHS/OHS Facilitator, will be responsible for developing, organizing, and delivering training sessions on Environmental, Social, Health and Safety (ESHS) and Occupational Health and Safety (OHS) for the Sustainable Energy Services for Education and Health in Afghanistan (SESEHA) Project staff. The consultant will conduct in-person training sessions through field visits across eight UNDP Area Offices in Afghanistan, ensuring the training is practical, tailored, and context-specific.
The objective of this role is to raise awareness, build capacity, and ensure that SESEHA field staff—including technical associates and field engineers—are equipped with the knowledge and skills to effectively apply ESHS/OHS principles and practices in both their professional responsibilities and daily work environment.
Scope of Work and Deliverables:
The National Consultant (ESHS/OHS Facilitator) will be responsible for carrying out the following tasks:
1. Preparation and Translation of Training Materials
• Develop tailored ESHS/OHS training materials contextualized to Afghanistan and to the context of SESEHA project.
• Translate materials into two local languages.
• Cover training aspects including hazard identification, risk assessment, safe work practices, emergency preparedness, fire & electrical safety, hazardous substances, ergonomics, community engagement & safety, PPE use, incident reporting & investigation.
• Incorporate case studies, practical/hands-on exercises, and interactive methods.
2. Training Delivery
• Facilitate in-person ESHS/OHS training sessions across 8 UNDP Area Offices, targeting approx. 8 Technical Associates, 64 Field Engineers, and Area Managers/local stakeholders.
• Conduct pre- and post-training assessments to evaluate knowledge gained.
• Share final translated training materials with all participants.
3. Facility End-User Feedback Mechanism
• Work with field teams to integrate ESHS/OHS-related incidents into the existing safe reporting Grievance Response Mechanism (GRM) at targeted schools, health facilities, and beneficiary communities.
4. Support to CO and Partners
• Provide technical support to ESHS/OHS focal points within UNDP/SESEHA and partner organizations.
• Support gender-sensitive ESHS/OHS mainstreaming as required.
• Provide ad hoc technical inputs/documentation when requested.
5. Monitoring and Evaluation
• Review the current monitoring plan for ESHS/OHS.
• Embed ESHS/OHS monitoring within SESEHA’s SES field monitoring plan.
• Integrate field monitoring reports from sampled facilities into SESEHA’s quarterly and annual reporting.
Institutional arrangement: The national consultant will be mainly responsible for conducting field visits
to eight regional offices to train field personnel, including creating awareness raising on the ESHS/OHS.
This work will be performed under the guidance of the SES Specialist, SESEHA Project, and in close
coordination with the technical associates across the eight regions.
Payment: Daily based
Duty station: Kabul city, Afghanistan, with travel to eight regions
Travel Cost and DSA: The salary is inclusive of telecommunication, DSA, and Travel expenses.
Duration of the Assignment: The duration of the contract will be 45 working days within three months and is expected to start on 01 October 2025 and be completed by 31 Dec 2025.

QUALIFICATION AND EXPERIENCE:
Education
• Advanced university degree (master's or equivalent) in Environmental Science, Occupational Health and Safety, Public Health, Engineering, or a related field.
• A first-level degree (Bachelor’s) with additional relevant professional training and at least 7 years of progressive work experience in ESHS/OHS may be accepted in lieu of a master's degree.
Min. Education requirements university degree (master's or equivalent) in Environmental Science, Occupational Health and Safety, Public Health, Engineering, or a related field.
Min. years of relevant work experience Minimum of Sec (7) years with Bachelor or 5 years with a master degree
Required skills • At least 5 years with master or 7 years with bachelor of proven experience in designing and delivering ESHS/OHS training, preferably in development, infrastructure, renewable energy, or humanitarian projects.
• Demonstrated experience in occupational health and safety management systems, risk assessments, and incident investigation.
• Prior work experience in Afghanistan or fragile/conflict-affected settings will be a strong asset.
• Experience working with international organizations, UN agencies, NGOs, or government counterparts in environmental and/or social safeguards.
• Familiarity with community engagement approaches, grievance redress mechanisms, and gender-sensitive programming.
• Knowledge of renewable energy/energy efficiency projects is desirable.
