Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting Afghan people's aspiration for peace, prosperity, and sustainability. UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan's economy following the August 2021 shift in power.
The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability, and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work (CfW), cash- for -market (CfM), small businesses, and livelihood opportunities with a particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.
The ABADEI Project has established an online data and information management system (ABADEI Information Management System). AIMS is the main system used for data collection, storage and reporting. AIMS 3.0 was developed and launched in June 2023, and with this system, the project now have quick access to reliable data all in one place.in addition to AIMS, UNDP has recently developed two supporting systems :one for beneficiary registration and another for grievance recording. The PMSU is also has a plan to develop an online tracking system to manage agreements,documents and partner activities .
The Data Quality Control and Process Experts will be responsible for providing technical support to the AIMS (ABADEI Information Management System) team. The Data Quality Control and Process Experts' responsibilities will include supporting the daily functioning of the system, creating the needed changes within the system to strengthen the system and supporting documentation of how the system operates.
Key Responsibilities: · Enhance the existing AIMS system by developing a user-friendly and data-driven dashboard, improving performance, and implementing additional features as needed. o Visualize data and performance indicators for PMSU and each UNDP project. o Enable dynamic filtering by project, partner, donor, region, date range, and other key attributes. · Supporting smooth performance of AIMS 3.0 o regular bug fixing based on user feedback o identify and implement ways to speed up system performance o keeping track of service renewal related to AIMS functioning · Support the development team with improving existing features to facilitate data collection and analysis. · Maintain and monitor the Beneficiary and Grievance Redress Mechanism (GRM) database systems to ensure data integrity, performance, and availability · Actively participate as a member of the development team, contributing to the design and implementation of new software and applications based on organizational requests.
Institutional arrangement: Under the overall guidance of the ABADEI Project Manager, the Data Quality Control and Process Experts will work under the direct supervision of the ABADEI Database & GIS specialist. Payment: Monthly bases Travel Cost and DSA: The salary is inclusive of travel cost and DSA. Duration of the assignment: 3 months Duty station: Kabul, Afghanistan.
Experience and Skills:
1. Advanced university degree in computer science with a Specialization in Management Information Systems or relevant fields in software development and coding. Or A first-level university degree (bachelor's degree) in the above listed fields of study, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree. 2. Minimum of 4 years (with master's degree) or 8 years (with a bachelor's degree) of relevant experience at the national or international level in database development and MIS development. 3. Professional and practical knowledge of front-end and back-end technologies including Angular, CSS3, ASP. NET Core, C#, SQL, and any of the related frameworks/libraries is required. 4. Practical knowledge of innovative approaches in mobile software development including Restful WebAPIs, PWA, Xamarin, is required. 5. Experience of application and server deployment in Ms. Azure, AWS and their related technologies, including CI/CD is required. 6. Experience with source code management platforms i.e. GitHub is required. 7. Advanced programming skills with good software development practices (based on standard software development principles) is required. 8. Ability to work independently and in a team environment. 9. Previous work experience with UN agencies is an asset. 10. Any certificate from globally accredited institutions in the aforementioned areas is an asset.
