Project background:

 

The Federal Republic of Germany has made available funds to the project “Sustainable energy services for education and health in Afghanistan (SESEHA)” of UNDP through KfW, Germany’s State-owned Investment and Development Bank. The key objective of the project SESEHA is adoption of renewable energy and energy efficiency measures in public facilities (primarily in health and education sectors) for the sustained delivery of essential services for basic human needs in Afghanistan. This proposed project will therefore contribute to better energy access and energy efficiency and enable improvements in basic energy supply services in the stated sectors.

 

The project is aligned with UNDP’s signature solution on Energy and is further conceptualized in the priority area of sustained essential services of the UN’s Strategic Framework for Afghanistan 2023-2025 that directly contributes to the two outcomes: Outcome 1: By the end of 2025, more people in Afghanistan, particularly the most vulnerable and marginalized, including women and girls have their basic human needs progressively met through the sustained delivery of essential services. Outcome 2: By the end of 2025, people in Afghanistan, especially women, youth, and other marginalized groups, and those at risk of being left behind benefit from a more equitable, inclusive, sustainable, and resilient employment-rich economy and shared economic opportunities with enhanced productive capacities for improved livelihoods and decent work. Therefore, gender mainstreaming and action-taking thereto through embedding equality, equity and inclusion principles and practices into the project is essential.

 

The Objective of the Assignment:

 

The national consultant will be providing services on assessment of the gender mainstreaming action plan, and will thereto review existing policies and practices, analyze data, and consult with stakeholders to identify gaps and opportunities for improving gender equality, equity, and inclusion. This role involves providing strategic advice and developing recommendations to ensure gender is fully integrated across the project and that both women and men can participate in and benefit from development efforts. 

 

Gender mainstreaming is critical for SESEHA's success because it integrates a gender perspective into all stages of the project, ensuring that unique needs, roles, and resource access for both men and women are identified and addressed. This strategy goes beyond targeting specific gender issues and aims to change the very structures that cause inequality by creating equal access to opportunities and resources – in SESEHA’s case of access to energy and promoting equality in project outcomes. By using gender-sensitive data, promoting equal participation in decision-making, and integrating gender analysis into all planning processes, SESEHA can design more effective and equitable programs, thereby creating greater impact. 

 

  • Overall Objective: 

To assess and strengthen SESEHA’s Gender Mainstreaming and Action Plan to ensure gender equality, equity, and inclusion. 

 

  • Specific Objectives:

 

  1. Assess Gender Integration: Conduct a comprehensive gender-based analysis to assess SESEHA’s current status against its Gender Action Plan (GAP), identifying how project activities, outcomes, and benefits affect women and men differently.
  2. Identify Gaps and Opportunities: Review the implementation of the GAP to pinpoint existing gaps, barriers, and good practices, supported by a small-scale sample survey and consultations with beneficiaries and stakeholders.
  3. Recommend Improvements: Propose actionable strategies and priority interventions to strengthen gender equality and equity integration across all stages of the project cycle—from planning and implementation to monitoring and evaluation—ensuring alignment with UNDP and KfW gender requirements.
  4. Strengthen Capacity and Systems: Enhance the capacity of project staff, Responsible Parties, and stakeholders on gender mainstreaming principles and practices; and refine SESEHA’s gender-sensitive monitoring and evaluation framework, including indicators, data collection methods, and reporting tools to effectively track progress and outcomes.

 Scope of Work and Deliverables:

 

The consultant will provide technical expertise to assess, strengthen, and operationalize SESEHA’s GAP, ensuring gender equality is systematically integrated across all project components. The assignment will combine desk review, field consultations (limited to 5 sites), and participatory analysis with SESEHA’s project team, responsible parties, and key stakeholders.

 

1. Gender Analysis and GAP Assessment

·       

Review SESEHA project documents, including the Gender Action Plan (2025–2027), Environmental and Social Management Framework (ESMF), monitoring reports, and other relevant studies.

·       

Conduct a gender-based situational analysis to determine how current project activities, outcomes, and benefits differ for women, men, and vulnerable groups (Returnees, PwDs, IDPs).

·       

Undertake limited field visits or sample surveys (where feasible, up to 5 SESEHA project sites, balancing between health and educational facilities) to collect qualitative and quantitative data reflecting gendered access to energy-enabled health and education services.

·       

Identify gaps, constraints, and opportunities in the implementation of the GAP, including institutional and contextual barriers.

2. Recommendations and Strategic Guidance

·       

Develop actionable recommendations to enhance gender integration across the SESEHA project cycle—planning, implementation, monitoring, reporting, and evaluation.

·       

Recommend targeted strategies to strengthen the participation of women and girls, especially in the operation and maintenance (O&M) component and decision-making processes.

·       

Provide guidance on integrating gender-responsive budgeting within SESEHA’s Annual Work Plan (AWP).

3. Capacity Development and Knowledge Sharing

·       

Design and conduct at least one practical training session or workshop for SESEHA project staff and responsible parties on gender mainstreaming principles, GBV/SEAH risk mitigation, and gender-sensitive reporting.

·       

Prepare easy-to-use guidance tools or checklists to support ongoing gender integration and monitoring within SESEHA.

4. Monitoring, Evaluation, and Reporting Framework

·       

Review SESEHA’s existing gender indicators and propose refinements for alignment with UNDP’s Gender Marker system and KfW’s gender reporting framework.

·       

Strengthen mechanisms for gender-disaggregated data collection, analysis, and reporting to ensure consistency and reliability.

·       

Develop a concise monitoring and evaluation (M&E) matrix to track gender-related results, outcomes, and lessons learned.

 

Institutional arrangement: The national consultant will be mainly responsible for review the developed, Gender Mainstreaming Action Plan for SESEHA project to promote equality, equity, and inclusion, and provide strategic advisory to contextualize strategic advice and recommendations to ensure gender is integrated in all phases across the project and that both women and men can participate in and benefit from the development effort. This work will be performed under the guidance of the SES Specialist, SESEHA Project, and in close coordination with the technical associates across the eight regions.

 

Payment: Daily based

 

Duty station: Kabul City, Afghanistan (with travel to eight regions, only if/when required)

 

Travel Cost and DSA: The salary is inclusive of telecommunication, DSA, and Travel expenses.

 

Duration of the Assignment: The duration of the contract will be 30 working days over two months and is expected to start on 20 November 2025 and be completed by 19 January 2026.

QUALIFICATION AND EXPERIENCE:

 

Education

·       

Advanced university degree (master's or equivalent) in Gender Studies, Social Sciences, Development Studies, Human Rights, Public Administration or a related field.

·       

A first-level university degree (Bachelor’s) in a relevant field, with two additional years of qualifying experience, acceptable in lieu of a master's degree.

 

Experience

·       

At least 5 years (with Master’s) or 7 years (with Bachelor’s) of progressively responsible experience in gender equality, social inclusion, protection, or humanitarian/development programming.

·       

Proven experience in gender mainstreaming and analysis within international development projects—preferably in energy access, climate resilience, health, or education sectors.

·       

Demonstrated expertise in developing and implementing gender action plans, gender-responsive budgeting, and M&E frameworks for gender results.

·       

Experience in conducting field-based gender assessments, stakeholder consultations, and community engagement in fragile or conflict-affected contexts, preferably Afghanistan.

·       

Prior work experience with UN agencies, international NGOs, or development partners (e.g., KfW, World Bank, ADB) will be a strong asset.

·       

Familiarity with GBV/SEAH risk mitigation frameworks, UNDP Social and Environmental Standards (SES), and donor gender policies is an advantage.

 

Skills and Competencies

Strong analytical and research skills, including the ability to synthesize complex gender-related data into actionable recommendations.

·       

Excellent understanding of gender concepts, intersectionality, and social inclusion in fragile contexts.

·
