UNDP has been working in Afghanistan for more than 50 years on climate change and resilience, gender, governance, health, livelihoods, and rule of law. Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting the Afghan people’s aspiration for peace, prosperity, and sustainability. UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power. Key priorities that govern or provide direction for the position's work to show the link between the Unit priorities and position priorities/expected outcomes of an incumbent. The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.
There’s a need for Field Engineers to assist implementation of Area Based Project activities in east region. The Water Engineer will assist the eastl region team in implementation of project activities. Their main responsibility is to collect data from the field and survey, plan, design projects and then monitors projects on the field. They will assist in coordinating between UNDP and community on implementation of the activities expected in the east region mentioned above. The incumbents will be assisting the project team in coordination with district and provincial administration such that implementation challenges are avoided. The incumbents will be responsible for providing full support in implementation of the UNDP ABP activities in the respective regions and necessary technical assistance will be provided from the project’s office.
- Contribute to development of the Scope of Works, Bill of Quantities and technical drawings of new project activities related to infrastructure
- Irrigation canals
- Flood protection walls and structures
- Ensure quality compliance of the ongoing/ to be launched UNDP activities in the provinces, including but not limited to:
- Flood protection wall in Low Artay
- Street lightning in Jalalabad
- Support UNDP livelihood associate in monitoring of the various infrastructure activities, conducted by UNDP Responsible Parties (OAWCK, ADWSO, NCA and others).
- Post-implementation quality assurance of the UNDP activities completed in 2023.
- Development of the success stories and other communication materials. Visit at least 3 project sites per week with monitoring purposes.
- Ensure that environmental mitigation measures are implemented as part of the infrastructure.
- Promote exchanging ideas, lessons learned between the four provinces with respect to technical, social and considerations.
- Perform any other duties as required by the supervisor.
Experience and Skills:
Bachelor’s degree Civil Engineering, infrastructure management from a nationally recognized education institutionExperience and Skills:
- At least 7 years practical experience with bachelor’s degree and 3 years with Masters
- Proven experience in conducting assessment and analysis of water and irrigation infrastructure related activities.
- Strong knowledge and understanding sub-national institutional contexts of Afghanistan.
Competencies:
Ability to speak, read and write technical and conversational English. Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document.- Skill in negotiating effectively in sensitive situations.
- Skill in achieving results through persuading, influencing, and working with others.
- Skill in facilitating meetings effectively and efficiently and to resolve conflicts as they arise.
- Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.
Language Requirements:
