Background and Objective of the assignment:

UNDP is the leading United Nations organization fighting to tackle the injustices of poverty, inequality, and climate change on a global scale. Working with our broad network of experts, host governments and partners in 170 countries, we help nations to build integrated, lasting solutions for people and planet. UNDP has been working in Afghanistan for more than 50 years on climate change and resilience, gender, governance, health, livelihoods, and rule of law.

The Community Resilience (CR) Program aims to enhance economic empowerment by equipping individuals, particularly women and youth, with specialized technical skills in modern tailoring. The program will offer hands-on training on the operation, maintenance, and troubleshooting of advanced sewing machines. It will also establish sustainable market linkages for beneficiaries (BNFs), supporting them in accessing local and international markets, raw materials, and entrepreneurial opportunities.

Digital literacy and skills present another hurdle. While the youth literacy rate offers a glimmer of hope at 65%, overall digital literacy is estimated at a mere 18% of the population. The education sector, traditionally a cornerstone for building these skills, faces unprecedented challenges with the ban on girls' secondary and higher education, potentially creating a lost generation of female digital participants. 

 

Through this initiative, UNDP seeks to engage the contractor to address critical gaps in digital skills, with a particular focus on empowering Afghan girls. The main goals of this initiative are to enhance digital skills by equipping schools with digital tools, devices, internet access, and training sessions. 

Scope of work:

The Gender Associate will undertake the following to ensure the success of the project:

Task Description:

1. Gender-Responsive Results Monitoring & Reporting

• Support the implementation of gender-sensitive monitoring and evaluation

frameworks across programs.

• Assist in the collection, analysis, and reporting of gender-related program

data, ensuring alignment with UN system-wide gender equality indicators.

• Contribute to the preparation of periodic progress reports, donor reports,

and organizational reports on gender equality outcomes.

2. Capacity Building & Technical Support

• Provide technical support to program teams and partners on gender sensitive

monitoring and reporting.

• Training on gender assessment, gender audit for the gender focal point of

area office and RPs.

• Support the organization of training sessions and capacity-building activities

for staff, implementing partners, and government stakeholders on genderresponsive

data collection and reporting.

• Assist in developing tools and guidelines for gender-sensitive monitoring and

evaluation.

3. Knowledge Management and Learning

• Document lessons learned and best practices on gender-sensitive activities,

report and RPs report.

• Contribute to knowledge-sharing platforms and support the dissemination of

gender-related findings and publications.

• Support efforts to integrate gender perspectives into organizational learning

and decision-making.

4. Others, as asked by the supervisor

 

Institutional arrangement: The Gender Associate will report to the Area Manager for CR and in close collaboration Programme Analyst. Advice and support will also be provided by the CR field Livelihood team.

Payment: Monthly bases

Duration of the assignment: 7 Months  

Duty station: Kabul, Central Region of Afghanistan.

Experience and Skills:

Bachelor’s degree in Gender Studies, Business Administration Social Sciences, Development Studies.

Experience and Skills:

  • At least 2-3 years of experience in NGO/CSO Capacity Support in different

areas for community-based intervention.

  • Strong analytical and problem-solving skills.
  • Effective communication and interpersonal skills.
  • Strong organizational skills and ability to manage multiple priorities.
  • Commitment to women’s rights, CSOs capacity assessments, and role of

CSOs in community-based peace building initiatives.

Ability to communicate effectively in Dari, Pashto; knowledge of English is an Asset.

  • Strong organizational and report-writing skills.
