Objective of the assignment:
UNDP is recruiting four Field Engineers to assist in planning, designing, implementing and monitoring Area Based Project activities in Herat province. The main responsibilities include carrying out surveys, collecting data from the field, planning activities, supporting implementation, ensuring monitoring of activities in the field, and providing quality control and quality assurance. They will assist UNDP in coordinating with the communities and relevant stakeholders in the province.
Duties & Responsibilities:
The field engineers will have the following duties and responsibilities:
- Conduct surveys of the selected communities, with focus on earthquake-affected communities through the use of questionnaires and Kobo toolbox.
- Lead the community mobilization process by establishing regular communication with affected communities, ensuring they are appropriately informed on the project, its objectives and the technical aspects of the support to be provided.
- Create Shelter Committees in targeted locations and sensitize them on their expected role.
- Ensure the proper selection of eligible beneficiaries for shelter support. Sensitize and capacitate beneficiaries on the shelter construction process, technical aspects and design, and the concept of owner-driven construction.
- Support beneficiaries to mobilize labour and construction materials for the shelter construction.
- Ensure the smooth implementation of the project: regularly monitor the progress of activities, solve issues as they arise, and escalate unsolved challenges.
- Ensure that the shelter construction is in line with UNDP design and specifications in all targeted locations and provide technical advice for correction and improvement during implementation, as needed.
- Provide quality assurance to the shelter construction activities and ensure that designs/deliverables are compliant with the scope of work and technical requirements.
- Ensure compliance with UNDP social and environmental standards.
- Prepare and search for available topographical data (maps, GIS, Google Earth).
- Carry out technical assessment of community-based water-related or other infrastructure, as needed.
- Support the preparation / review of building designs, drawings, specifications, and Bill of Quantities (BOQ) for community-based water-related or other infrastructure projects, as needed, and ensure International Standards/Norms (IBC) for quality and safety.
- Support the supervision of other construction works in line with BOQ and specifications, as required.
- Coordinate with other field engineers for appropriate division of labour and synergies.
- Report on a daily basis to the supervisor, and prepare regular progress technical reports on the shelter construction project and any other assigned activities.
- Collect relevant data, such as site measurements. This information will be used to track project milestones, identify bottlenecks, and ensure compliance with established standards.
- Liaise with relevant stakeholders at the community level, for appropriate information sharing and coordination.
- Promote innovative ideas relevant to the work, and collect challenges and lessons learned emerging from the project implementation.
- Promote smooth work relationships with colleagues, counterparts, and any other relevant actors.
- Perform any other duties as required by the supervisor.
Institutional arrangement: The Field Engineers will work under the direct supervision of the ABADEI Infrastructure Associate and the overall supervision of the ABADEI Area Project Manager / Regional Area Manager. They will collaborate with other UNDP staff and consultants.
Payment: On a monthly basis. The salary is inclusive of travel cost and DSA.
Duty station: Herat Province, Western Region. Possible missions to Farah and Badghis, as needed.
Job Requirement:
Education:
Bachelor’s degree in civil engineering from a nationally recognized education institution.
Experience and Skills:
- At least 4 years practical experience with bachelor’s degree.
- Proven experience in implementing and monitoring rehabilitation and construction projects, particularly shelter construction projects.
- Proven experience in conducting assessments, analyses, and designing residential and infrastructure buildings (e.g., community-based water schemes and other community-based infrastructures).
- Proficiency and proven experience with AutoCAD and Water CAD. Proficiency in SketchUp or Revit will be an asset.
- Strong computer skills including MS Office (Word, Excel) and other relevant software.
- Knowledge and experience working with solar installations desired.
- Strong knowledge and understanding of the sub-national humanitarian and socio-economic context of the Western region of Afghanistan. Previous working experience in Herat province will be an asset.
Competencies:
- Strong data / information analysis and management skills.
- Ability to understand new terminology and concepts easily and to synthesize information from different sources in a coherent manner.
- Engineering Fundamentals: Understanding of engineering principles, methodologies, and tools relevant to the specific field (civil, mechanical, electrical, etc., as needed).
- Surveying and Site Assessment: Skills in conducting site technical surveys, assessments, and analyses to ensure project feasibility and compliance with regulations.
- Quality Control: Competence in implementing quality assurance practices to meet project specifications and standards.
- Attention to Detail: Ability to focus on details and ensure that all aspects of work are carried out precisely and correctly.
- Strong skills in negotiating effectively in sensitive situations with a wide range of actors. Conflict resolution skills.
- Good team player, self-starter and proactive, has ability to work under minimum supervision and maintain good relationships with colleagues and external stakeholders.
Language Requirements:
Proficiency in written and spoken English, and fluency in Dari / Pashto.
