Project background:

The Federal Republic of Germany has made available funds to the project “Sustainable energy services for education and health in Afghanistan (SESEHA)” of UNDP through KFW, Germany’s State-owned Investment and Development Bank.   The key objective of the project SESEHA is adoption of renewable energy and energy efficiency measures in public facilities (primarily in health and education sectors) for sustained delivery of essential services for basic human needs in Afghanistan. This proposed project will contribute to better energy access and enables improvements in basic energy supply services in the stated sectors.

The project is aligned with UNDP’s signature solution on Energy and is further conceptualized in the priority area of sustained essential services of the UN’s Strategic Framework for Afghanistan 2023-2025 that directly contributes to the two outcomes: Outcome 1: By the end of 2025, more people in Afghanistan, particularly the most vulnerable and marginalized, including women and girls have their basic human needs progressively met through the sustained delivery of essential services. Outcome 2: By the end of 2025, people in Afghanistan, especially women, youth, and other marginalized groups, and those at risk of being left behind benefit from a more equitable, inclusive, sustainable, and resilient employment-rich economy and shared economic opportunities with enhanced productive capacities for improved livelihoods and decent work.

Job Summary:

The overall objective of this assignment is to hire solar energy engineers for SESEHA project to support the implementation of different renewable energy activities including the energy need assessments, site visits, system designing, developing technical specs, drawings, and BOQs and monitoring of installation work. The engineers would support the implementation in various targeted locations in 8 regions of Afghanistan.

Duties and Responsibilities:

The consultants will work closely with the project officer and line manager to support the activities implementation and perform the following tasks: ·      Carry out site visits to the nominated facilities to collect required information related to energy need, energy Systems, applications and use descriptions, energy future needs, energy consumption and cost, and the building drawings. ·      Conduct in-depth energy need assessment for locations planned for expansion including energy requirement, load, detailed bills of quantities (BOQ), drawings, and specifications. ·      Assume responsibility for the implementation of the established UNDP practices on Social and Environmental Screening (SES) and GRM. ·      Conduct site visit for the verification, validation and analysis of data collected and propose the appropriate energy solution to meet the energy need of the community for the identified sites. ·      Work with rural communities and local councils and health and education offices at the province and district level on addressing institutional arrangements related to the solarization of the targeted public service facilities. ·      Verify institutional arrangement with the beneficiaries and related executive offices of the solar systems to ensure proper use, management, and control of any misuse or other risks. ·      Undertake inspection of the goods and coordinate with the suppliers for effective O&M of the systems. ·      Conduct site visits along with the contractor to collect required data and monitor the pre-installation arrangements and installation work by the contractor. ·      Supervise the installation of the solar system, ensuring completion within timelines, contract schedules, specifications and according to approved Purchase Order. ·      Assist and provide technical support for implementation of large-scale solar PV, institutional PV and mini grid development. ·      Develop project time schedules for implementation of project including list of main deliverables/ milestones. ·      Identify and seek corrective measures if needed. ·      Provide assistance to develop the operation and maintenance modalities of the projects implemented. ·      Provide support and guidance to the contractors/supplier and assist in resolving site problems. ·      Record issues, risks and lessons learnt before, during and after projects completion. ·      Monitoring and Evaluation of above tasks and provide progress, and monthly reports. ·      Develop appropriate documentation and communication materials before, and after interventions in close coordination with the project team including donor requirements, and document all processes, lessons learned, success stories, direct impact, and recommendations. ·      Perform other relevant duties as assigned by the Direct Supervisor

Language:

  • Excellent written and oral English skills a necessary requirement.
  • Excellent spoken and verbal skills of Pashto and Dari languages required.

Qualifications

 

Years of experience:

·       At least 3-7 years of relevant field experience in energy need assessments, system designing, supervision and monitoring of system installations. ·       Proven experience in the implementation of solar energy projects or other renewable energy projects. ·       Experience in providing technical support renewable energy-related projects with accountability for project performance. ·       Strong knowledge of photovoltaic system design (renewable energy) and optimizing system components for energy production in Off-grid and rooftop Solar energy systems. ·       Experience in energy consumption and data collection is required. ·       Practical use of AutoCAD will be an added advantage. ·       Experience with government, UN and donor agencies in Afghanistan is an advantage. ·       Experience in the usage of computers and office software packages.

Office Facility: 
UNDP will not provide office facilities during this assignment.   The consultant is expected to bring his/her laptop with him/her.
Consultant is expected to come well-equipped with his/her own technological solutions (i.e. roaming mobile, personal email address). Office Supplies and Printing Facilities: UNDP will not provide office supplies or printing facilities during this assignment. Communication Facilities: UNDP will not provide access to internet during this assignment and missions, except when the consultants is presented inside the UNDP office premises.

 

Education:         ·      University degree in the area of renewable energy, electrical engineering, mechanical engineering, or other relevant fields.
