Job Summary :

Exemption/ASYREC Project Manager

Job Requirements :

Summary:

Under the direct supervision of Sr. Program Officer, the incumbent will be primarily engaged in planning, preparing and implementing all the Exemption/ASYREC Project related activities in the UNCTAD Afghanistan, in consideration with rules and regulations defined by the United Nations.

 Duties and Responsibilities:

1. Planning and overseeing the implementation of the Exemption system and ASYREC system in a Customs administration.

2. Coordinating with various stakeholders, including Customs officials, IT professionals, and other entities to ensure successful deployment of the system.

3. Managing project timelines and resources to ensure the Exemption implementation stays on track.

4. Providing training and support to all humanitarian agencies, UN and other end users of the Exemption system.

5. Monitoring and evaluating the performance of the Exemption system, identifying areas for improvement, and implementing enhancements as needed.

6. Communicating with senior management and other relevant parties to provide updates on project progress and address any issues or concerns.

7. Ensuring compliance with international standards and best practices in Customs data management and automation.

8. Collaborating with external vendors and partners to procure necessary hardware, software, and technical support for the Exemption system.

9. Developing and maintaining documentation, policies, and procedures related to the Exemption system.

10. Leading a team of project staff and providing direction, guidance, and support to ensure project success.

11. Leading the team for the successful implementation of ASYREC system for the emergency relief of consignments.

12. Monitoring and Evaluation of the Staff management working in the project including the HR, Admin and other relevant areas.

13. Supervise the Exemption Helpdesk section of the project on regular bases.

14. Any other task as assigned by the supervisor.


Competencies: 
Monitoring and evaluation: Ability to travel to the provinces to monitor the progress of work or evaluate the data and prepare a report to the management;
Professionalism:Good technical, managment, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; Ability to make an independent judgement based on set criteria and benchmarks; Proven expertise in use of IT-based tools used for exemption/ ASYREC systems , Ms. Office Package, Data base development, Jawa, C++ and required software;  And ability to analyze project requirements.
Planning and Organizing:Proven ability to establish priorities and to plan, organize, coordinate and monitor team work plan and provide advice and guidance to them;
Creativity:Ability to actively seek to improve programmes/services, offer new and different options to solve problems/meet client needs.
Teamwork: Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

 

Job Location:     Kabul with travels to the provinces (the travel expense will be paid by UNCTAD) Education: 
Master’s degree in software engineering, computer sequence, IT, or other relevant fields is required. Additional 3 years of work experience with Bachelor degree in lieu of Master’s Degree is also acceptable in the relevant field.    Experience:      7+ years of work experience with Master’s degree or 10+ years of experience with Bachelor degree in the field of IT management, database development or other relevant field is required.
Experience in Customs automation of at least 5 years as leading the team technically will be an advantage.

 

Computer Skills:    Working knowledge and experience using Ms. Office Package, Data base development, Jawa, C++ and required software is required.   Experience in operating the ASYCUDA Exemption system is required

Language Requirement:      Strong knowledge in written and spoken English and excellent knowledge of national languages (Pashto and Dari) are required. Translation of document to local languages will be added asset.
