Background and Objective of the assignment:

Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting Afghan people’s aspiration for peace, prosperity, and sustainability. UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.

The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.

Under the overall guidance of the ABADEI Programme Manager, and with direct supervision from the ABADEI Project Analyst the GIS and AIMS Data Analytics Expert will work in close coordination with the project management unit members.

Scope of work:

The GIS and AIMS Data Analytics Expert will undertake the following to ensure the success of the project Key.

 

Duties and responsibilities:

1. Data Preparation and Processing for Area Based Program and Monitoring 

·      

Guide and specify data formats, attributes, sample selection, and technical requirements to conduct

·      

analytical requirements for the ABP approach and its monitoring framework. 

·      

Compile, process and prepare data from diverse open and closed sources as required for the analysis of

·      

ABP adaptive management and its monitoring. 

·      

In close collaboration with Program and DEU teams, support the data preparation for development

·      

situation briefs and vulnerability analysis. 

·      

Collaborate with UN agencies in Afghanistan and UNDP regional offices on data requirements and identification, implementation of monitoring tools.

 

2. Production of maps, analytics, infographics and reporting briefs for ABP.

·      

Apply suitable analytics techniques to analyses the prepared and collected data for the ABP monitoring framework. 

·      

Prepare map templates for commonly requested maps as per UNDP guidelines and produce clear and neat maps to support decision making for adaptive management of ABP. 

·      

Conduct trend, heat mapping and spatial analysis of data sets using GIS enabled software to inform ABP progress, local situation and emerging risks. 

·      

Produce visualizations of the incoming data on program progress, results and patterns as required for the analysis and progress tracking of ABP to support adaptive management.

·      

Develop a final report or a paper on the applied methods, analysis and findings.

3. Support to implementation of innovative monitoring tools and third-party monitoring. 

·      

As identified in the agile monitoring strategy for ABP, provide technical assistance in the creation and roll out of smart digital monitoring tools and integrated systems with special focus on the dashboard and data visualization aspects. 

·      

Support testing and scaling up of existing project specific mobile phone and community monitor based integrated monitoring tools for ABP. 

·      

Support the monitoring and reporting through the use of remote sensing using high resolution satellite imageries for UNDP’s infrastructure and landscape improvement interventions.

4. Design and management of Spatial Database Knowledge Portal 

·      

Review, catalogue and prepare inventory of existing vector, raster and associated data sets.

·      

Lead the geospatial data migration of UNDP Afghanistan from physical storage to cloud platform in close collaboration with ICT unit.

·      

Support in preparation and maintenance of UNDP Afghanistan map inventory.

 

Institutional arrangement: Under the overall guidance of the ABADEI Programme Manager, and with direct supervision from the ABADEI Project Analyst, the GIS and AIMS Data Analytics Expert will work in close coordination with the project management unit members.

Payment: Monthly bases

Travel Cost and DSA: Salary is inclusive of DSA and Travel Cost

Duration of the assignment: 6 Months

Duty station: PMU

Experience and Skills:

1. 3 years of experience with master’s degree or equivalent in GIS/Geoinformatics/Remote Sensing, Data Science or any related field or 7 years Bachelor’s degree.

2. Expertise in programming and coding; ability to handle large scale and diverse datasets and translate them into structured information.

3. Technical Skills on ArcGIS, QGIS, Image Processing programs, Python, SQL and MS Office Package is a requirement.

4. Excellent technical writing skills and ability to produce high quality results reports and papers.

5. Excellent communication, relationship skills and a strong team player.

6. Previous work experience with UN agencies is an asset.

Language Requirements:

Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
