Objective of the assignment:

There’s a need for One Renewable Energy Engineer to assist implementation of Area Based Project activities in Kandahar. The Renewable Energy Engineer is assisting the regional team for implementation of solar project. The main responsibility is to work with regional team, contactor and water supply department to implement the project smoothly and monitors project’s activity in the field. He will assist in coordinating between UNDP, water supply department and contractor on implementation of the activities in Kandahar. The incumbents will be assisting the team in coordination with provincial administration on implementation of the project and resolving the challenges. 

Scope of work:
The Renewable Energy Engineer will work under the direct supervision of the UNDP ABADEI Area Manager and in close collaboration with UNDP team. 
The Renewable Energy Engineer will have the following duties and responsibilities: 
·         Support UNDP team on implementation of solarization of water supply projects’ sites in Kandahar. 
·         Prepare a detailed work plan for effective and smooth implementation of solar project. 
·         Identify issues and challenges during the implementation and provide recommendation on time.
·         In close collaboration with UNDP team, support the contractor any technical issues during the implementation. 
·         Providing guidance to increase efficiency and sustainability of the project including, functionality and reliability, effectiveness, management, operations and maintenance (O&M) and social acceptance among others. 
·         Conduct regular meetings with Water Supply Department and UNICEF WASH engineers for smooth implementation of the project and solving any challenge on time and share the meeting minuets. 
·         Prepare minutes of meetings with clear action points and following up on the agreed action points. 
·         Incumbent is responsible for documentation of project activities ranging from to collect before, during and after intervention pictures, short vides and quotes related to the project for developing appropriate Project Success Story. 
·         The Incumbent is responsible to manage handing over process of the project from company to the beneficiary community/organ. 
·         The incumbent is responsible to develop a QC/QA database and to assure all the submittals and related tests reports are recorded. 
·         The Incumbent is responsible to conducting pre-final and final quality assurance inspections according to the project specification/design. 
·         Review specifications and design and provide recommendation by addressing gaps for changes to achieve the project objectives. 
·         Carryout regular supervision of the project and provide innovative ideas for implementation of the project to increase the productivity and efficiency. 
·         Monitor implementation progress of the projects and provide comprehensive report. 
·         Provide technical assistance to the contractor and water supply department during the implementation and convince water supply department and contractor for any technical issue with close coordination of UNDP team. 
·         Ensure UNDP team that project is implementing according to the specification and design on high quality manner. 
·         Managing projects technical issues and liaising with regulators and client contacts 
·         Prepare/compile periodic progress reports in consultation with UNDP field team as per the standard format and deliver to supervisor for further review. 
·         Promote smooth work relationship at regional level with contractor, water supply department and other relevant bodies and report to direct supervisor periodically. 
·         Ensure designs/deliverables are compliant with specification/design and contract requirements 
·         Provide construction supervision and quality control; 
·         Perform any other duties as required by the supervisor

 

Institutional arrangement: 

The Renewable Energy Engineer work under the direct supervision of the UNDP ABADEI Area Manager. Advice and support will also be provided by the UNDP Country office. Payment: Monthly bases Duration of the assignment: Three Months Duty station: Herat

Experience and Skills:

·         At least 1-3 years practical experience with bachelor’s degree 
·         Proven experience in implementation of solar energy projects 
·         Strong knowledge and understanding sub-national institutional contexts of Afghanistan. 
·         University degree in Energy Engineering, Renewable Energy and electrical engineering. 
·         At least five (05) years of field related experience in design, installation and operations of renewable energy systems for rural energy application. 
·         Experience working with local communities and contractors; 
·         Strong interpersonal and communication, reporting and presentation skills; 
·         Previous work experience with UN or other international organization and donor is an advantage; 
·         Excellent knowledge of English and local languages, both spoken and written. 
·         Experience with using relevant office computers, especially MS Office (Windows, Word, Excel, Power Point and Outlook) and Internet;

·         Ability to speak, read and write technical and conversational English. 
·         Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document. 
·         Skill in negotiating effectively in sensitive situations. 
·         Skill in achieving results through persuading, influencing, and working with others. 
·         Skill in facilitating meetings effectively and efficiently and to resolve conflicts as they arise. 
·         Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships. ·        

 

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
