As a trusted, long-term partner of The Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund, GF), UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. In Afghanistan, UNDP is the interim Principal Recipient (PR) for HIV, tuberculosis, malaria and health systems, with a budget of approximately $66 million. For effective implementation of the Global Fund resources, UNDP Afghanistan has established a Program Management Unit (PMU), which is responsible for the day-to-day overall programme management, risk management, policy guidance, financial accountability, procurement of goods, including health products and services, strengthening of the national pharmaceutical and lab supply chain systems.
Climate change is increasingly affecting public health and health systems. Understanding lessons from programs that address climate and health can help improve future planning and strengthen the resilience of health services. UNDP is now looking for a consultant to summarize lessons learned from the climate and health nexus.
Objectives of the assignment: to document lessons learned, implementation challenges, successful case studies, and future opportunities arising from the project. The findings will support program improvement, knowledge sharing, and evidence-based decision-making.
Duties and Responsibilities:
Key duties and responsibilities of the consultant will include:
· Develop and submit a detailed workplan outlining the approach and timeline for drafting the Lessons Learned document on climate and health.
· Conduct an introductory meeting with UNDP to understand the context and relevant initiatives related to climate and health.
· Review relevant documentation and gather information on activities, implementation experiences, challenges, and opportunities related to climate and health, including but not limited to HIV, tuberculosis, malaria, and resilient and sustainable systems for health (RSSH).
· Consult with key stakeholders (eg UNDP, Ministry of Public Health, WHO, and others as relevant).
· Prepare a concise Lessons Learned document (maximum 10 pages) summarizing key linkages, lessons, gaps and recommendations.
o Identify key lessons learned during the implementation of health and climate interventions.
o Analyze major challenges and barriers encountered by stakeholders and communities.
o Document case studies (5-6) of successful interventions, innovative practices, and community resilience strategies.
o Assess opportunities for scaling up effective approaches in climate-resilient health systems.
· Provide recommendations for improving future health and climate initiatives.

Reporting:
The Consultant will work under the strategic guidance and direct supervision of the UNDP Global Fund Project Manager, in Afghanistan.
Travel:
Two field missions within Afghanistan.
Timeframe:
This is a 15-day assignment. The deadline is 15 May 2026.
Payment
The consultant will be paid on deliverable basis and payment will be subject to satisfactory progress made on the above deliverables as determined by the Project Manager, Afghanistan.

Qualifications
Education:
· Master’s degree in public health, climate change, environmental studies, communications, public administration, or a related field.
Experience:
· Minimum 5 years of experience in research, analysis, or report writing related to public health, climate change, or development programs (7 yrs if only Bachelor’s degree)
- Strong knowledge of UN or UNDP’s rules, policies and procedures, an asset.
· Knowledge of climate and health programming, including climate-resilient health systems or related health and development initiatives, is an asset.
· Proven experience developing lessons learned, analytical reports, or knowledge products for international organizations, donors, or government agencies.
· Strong analytical skills and the ability to synthesize complex information into clear, actionable insights.
Language Requirements:
Fluent written and oral English, and Dari or Pashto.
