Objective of the assignment:

The Livelihoods Officer will assist to implement the ABADEI activities in North regional office. The main responsibility will to collect the data from the field for various purpose including beneficiary/community needs, design livelihoods related projects and monitors of livelihood specific activities in north region. Also, play an important role of coordinating between UNDP and community on implementation of the activities. The incumbents will be assisting the Area Manager in coordination with provincial administration in such a way that implementation challenges are avoided. The incumbents will be responsible for providing full support in implementation of the UNDP ABP activities in the respective region and provide technical support in implementation of agriculture/livelihood focused activities.

Scope of work: The Livelihoods Officer will work under the direct supervision of the Area Manager and in close collaboration with head of the ABADEI programme.  The Livelihoods Officer will have the following duties and responsibilities: ·      Conduct the assessments and identify the need at the community level in North region ·      Provide technical support to design the livelihoods project in line with ABADEI outputs. ·      Provide technical guidance for the market linkages / value chain development specific to agriculture/MSMEs development. ·      Lead implementation and monitoring of livelihoods project (On-farm & Off-farm activities). ·      Contribute to technical documents / specifications for the market surveys, training of beneficiaries on various skills/activities. ·      Support to implement climate resilient activities including natural renouncement management. ·      Identify and develop the impact and human-interest stories. ·      Provide support for the implementation and monitoring of projects in the field. ·      Conduct regular field visits to ensure the quality of programme implementations. ·      Ensure that livelihood interventions have integration, sustainability and high value for money. ·      Ensure that UNDP projects have synergy and are completing other actions carried out in same implementation area. ·      Maintain good working/professional relations with partners. ·      Ensure the visibility of UNDP interventions in the field along with acceptance. ·      Participate in regular program meetings and present overall progress specific to the role. ·      Ensure the project record is well maintained and high quality reports are prepared. ·      Perform any other duties as required by the supervisor.

 

Institutional arrangement: The Livelihoods Officer work under the direct supervision of the field coordinator in each region. Advice and support will also be provided by the UNDP Country office. Payment: Monthly bases Duration of the assignment: 3 months (October 2023 to 31 December, 2023)

 

Duty station: Based in Mazar with travel to other provinces in North region. Travel expenses must be managed by UNDP.

 

Experience and Skills:

Bachelor’s degree in natural resource management, agricultural development, socio-economic, climatology/meteorology, water resources management, environmental sciences, disaster management, development studies, and/or related fields

Experience and Skills:

·      At least 5-6 years practical experience in livelihood / agriculture specific interventions. ·      Proven skills to conduct assessment and analysis of market/Livelihoods related activities. ·      Experience in value chain development and analysis. ·      Experience in disaster resilient / Natural resource management projects. ·      Experience with national / INGO experience in the related field. ·      Strong knowledge and understanding sub-national institutional contexts of Afghanistan.

·      Strong interpersonal and communication skills. ·      Excellent English written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports. ·      Ability to speak, read and write technical and conversational English. ·      Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document. ·      Skill in negotiating effectively in sensitive situations. ·      Skill in achieving results through persuading, influencing, and working with others. ·      Skill in facilitating meetings effectively and efficiently and to resolve conflicts as they arise. ·      Maturity and confidence in dealing with senior and high-ranking members of international, regional, and national institutions. ·      Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities, and age groups. ·      Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors. ·      Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

 

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
